Our Ethos

HPAC is fast making its mark in the NSW Construction industry. Our founding members have brought a wealth of experience from landmark projects within niche sectors including health and education.

Led by our senior management team, all HPAC staff are intimately involved with all aspects of project delivery, with our focus on best practice across the board.

Our focus on project viability is achieved by fostering positive relationships between the client, regulator, consultant and constructor. This ensures that our delivery exceeds the expectations of all project stakeholders.

Building Better is our company ethos. We are always looking to continually improve on project returns, safety, quality and the protection of the environment. By taking a proactive approach, negative impacts are minimised from the start and works are completed as efficiently as possible.

Our Management Team

HPAC’s Senior Management Team is heavily involved in the day to day operations of the business.

The success of any project depends on having the right people. We shape our experienced teams around the stakeholder to ensure we meet their needs, along with the environmental and ongoing operational requirements of the project.

The flat management structure and operational principles of HPAC ensures that each project is set up with the correct resources to sufficiently service the project, implement project management strategies and undertake the works. HPAC is committed to operational excellence and continuous improvement in performance.

Throughout the construction process our team works closely with the consultants and principals to ensure that any unexpected changes are met quickly, and with a minimum of disruption to the project ensuring that core deliverables are met. Additionally, we have an extensive network of subcontractors that allow us to provide rapid solutions for our clients across the complete spectrum of trades.

Anthony Head

Managing Director

Anthony’s considerable experience across all areas of the commercial building industry led him to establishing HPAC in 2013. His focus is on clear and effective communication in order to ensure that projects are completed both on time and meeting the standards set by HPAC and the client.  Anthony’s dedication to the best outcomes for his projects has lead to closer client relationships which in turn has brought in continued ongoing repeat work.  He is known for being direct and hands on in his approach, ensuring there are no hidden surprises on HPAC projects.  If Anthony wears his sunglasses into a meeting its because he’s been working late reviewing cost reports.

Peter Dellas

Construction Manager

Peter has over 20 years experience in leading and supervising large work teams within the civil, residential, commercial and industrial sectors of the industry.  Peter mentors and leads our construction teams to ensure the successful delivery of every project. He has extensive experience in the design and construction of our health projects and understands the particular nuances and challenges of delivering these projects, particularly in a live environment. Peter has been told to ease off the caffeine a bit recently but a new coffee machine in the office is making it hard.

Project Delivery Team

Project Managers, Contracts Administrators, Site Managers, Site Foremen and Labourers

Our team of experienced Project Managers, Contracts Administrators and Site Managers are dedicated to effective time management.  Our Project Managers are highly experienced at directing the needs of a project balanced with managing the people involved.  HPAC CA’s are committed to ensuring the smooth running of the procurement and letting processes for each of their projects.  With this being key to delivering projects on time, adhering to the programme of projects is a top priority.  This, together with high level organisational and communication skills makes our CA’s key members of the HPAC team.  Our team of Site Managers, Foremen and Labourers focus on the delivery of a quality project.  Keeping a close eye on the finishing details and constant communication with trades is crucial to ensuring the final product is worthy of our clients and our reputation.  You can usually find our project teams flicking through piles of paperwork and drawings muttering things like “that’s not in the budget”.

Devesh Malhotra

Finance Manager

Devesh is a registered accountant with a Bachelor of Business & Commerce from UWS.  He looks after all of HPAC’s finance matters and oversees the financial management of our projects by working closely with our project teams.  He has over 14 years experience from the finance, healthcare and construction industries.  Devesh is usually found at his desk with Airpods in his ears and a frown on his face.

With over 30 years in the industry, Gerald has come to HPAC with a passion for projects and building alliances and partnerships with industry partners and clients alike.

Justin Fletcher

Systems Compliance Manager

Justin has over 30 years in the construction industry and has been with HPAC since our inception in 2013.  He is responsible for managing all of HPAC’s Management Systems and ISO AS/NZS accreditation and working with the project delivery teams to monitor and report on compliance and provide company wide updates to training and notifications to changes in legislation.  If we can get Justin out of his boardshorts and into his PPE, he’ll be on site ticking off checklists.

If you can find them underneath the piles of drawings on their desks, the estimating team are crucial to the pricing and cost analysis of our projects.  Hieu, Boney and Kevin work hard to ensure our projects and tenders are cost effective and competitive.  Backing up the team is Nathan making the all important calls to subbies chasing prices.

Larry Macri

ICT Manager

Last but by no means least is Larry Macri, our ICT Manager.  With nearly 30 years experience providing ICT support and management, Larry has been instrumental in building the critical behind-the-scenes technology infrastructure that helps us do our jobs.  HPAC now has a system that is accessible anywhere in Australia meaning we can deliver our projects from the beach to the countryside.  To support this claim, Larry performs his role from ‘air traffic control’ in Adelaide.

Quality Assurance & WHS

HPAC’s Management Systems for Quality Assurance, Environmental and WHS & Injury Management methods that every project employs and is based upon the relevant and appropriate requirements of:

  • AS-NZS ISO 9001-2016 Quality Management Systems
  • AS-NZS 45001-2018 Occupational Health and Safety Management Systems (inclusive of NSW Government WHS Management Systems & Auditing Guidelines Edition 6)
  • AS /NZS ISO 14001-2016 Environmental Management Systems

All of HPAC’s systems have been certified by Global-Mark (R) Certification.  HPAC is also prequalified under  NSW Government Contractor Prequalification Schemes.

HPAC is also a Master Builders Association NSW Member.
